The client has not done the work that they are meant to do in the project, which means that the timetable is slipping. Part of the problem is that they seem to be distracted by other priorities.
What should you do?
Remember that clients must keep ownership and responsibility for their projects. It is not the consultant's project - it is the client's and they must be reminded of their joint responsibility to make it a success. Having said this, you need to discuss the problem openly with the client - it may be, for example, that you could take on more of the work - at additional fees - which would really help.
